In 1928 workers Patrick Toolis and Patrick Cleary were buried by concrete at the bottom of a deep foundation pit while the tower was going up. Reports since include a figure in 1920s work overalls glimpsed in the lobby rafters, footsteps in upper hallways and laughter in empty rooms.
