The story
Residents describe a gray, fog-like shape of a man, sometimes in sailor's clothes, walking the shoreline, and WHRO reported a cluster of sightings in the days before Hurricane Isabel hit in 2003. Some locals think he is a lost sailor from a wreck, while others see him as a protector who appears to warn of coming storms.
