The story
A postal worker who climbed the rotunda to tend the flag fell to his death during a heavy rain, and on stormy nights downtown workers say they have seen a silhouette on the dome that drops and never lands. The lore deepened when human remains were found beneath the basement floor during a boiler replacement, and investigators have reported screams in the passageways above the old postmaster's office.
